چکیده

We argue that the phenomenon of autocatalytic decision overload (ADO) may be a key mechanism contributing to catastrophic collapse of command and control (C2) systems. We introduce the concept of ADO and describe typical scenarios for such a collapse. We then provide a simple nonlinear difference equation model for the dynamics of error propagation in C2 systems which exhibits the ADO phenomena and examine extensions of this model to complex networks of decision making units. We discuss these examples and finally provide a practitioner’s guide to mitigating the ADO phenomenon.

Ranking Passive Seismic Control Systems by Their Effectiveness in Reducing Responses of High-Rise Buildings with Concrete Shear Walls Using Multiple-Criteria Decision Making

In recent decades, the dual systems of steel moment-resisting frames and RC shear walls have found extensive application as lateral load-resisting systems for high-rise structures in seismically active areas. This paper investigated the effectiveness of tuned mass damper (TMD), viscous damper, friction damper, and the lead-core rubber bearing in controlling the damage and seismic response of hi...

Multilayered petri-nets for distributed decision making*

Decision making networks, employed for the control of complex cybernetic systems,6,7,8,9,10 operate on the "Command, Status, and Message Layers" of concurrent decision making activity. Decision making "nodes" function as multitasking operators on all three layers, by executing command decomposition, status reporting, and message exchanging tasks for the concurrent implementation of various cont...

Scale Development for Decision-Making Styles of Iranian Youth

The purpose of this article is to investigate the divergent approaches of Iranian couples towards purchasing activities. A questionnaire comprising 55 items was distributed among 400 couples in shopping centers in order to examine their decision-making styles. Analyses conducted included scale reliabilities and validities, as well as EFA and CFA were utilized. Seven decision making styles among...

Towards mixed rational-naturalistic decision support for Command & Control

Information systems for crisis response and management, including military Command & Control systems, are designed to support their users’ decision-making processes. Decision making can be rational or naturalistic. Psychologists have shown that experienced decision makers under time pressure prefer using naturalistic methods. Case studies of four implemented Command & Control systems show that ...

The Application Of Simulation Technology To Military Command And Control Decision Support

This paper reviews the application of simulation technology to military command and control decision support. A command and control system is defined and a model of decision-making is introduced. Possible applications of simulation to all phases of the command and control decision-making model are discussed. The difficulties of interfacing current C3I and simulation systems are outlined, and ar...
